Measure AVH, a school facilities improvement measure, was passed by
Antelope Valley voters on November 5, 2024. In accordance with
California state law, for measures passed with 55 percent of the vote, the
Antelope Valley Union High School District Board of Education will
establish a Citizens Bond Oversight Committee (CBOC) at the April 17,
2025 Board Meeting. The COC will monitor bond expenditures and
ensure bond revenues are allocated in compliance with the voter
approved measure.
Measure AVH CBOC Member Vacancies March 2025:
The Antelope Valley Union High School District is seeking interested
community members residing within District boundaries to serve on the
Measure AVH Citizens Bond Oversight Committee to represent the
following position(s);
(1) Active Business Representative
(1) Senior Citizen Group Representative
(1) Taxpayer Organization Member
(1) Parent/Guardian of a Child Enrolled in the District
(1) Parent/Guardian of a Child Enrolled in the District & Active in Parent-
Teacher Organization
(2) At-Large Member
Interested applicants should submit an application by following the link
below. The committee has yet to establish its meeting frequency, but it
will not be less than one (1) time per year to review expenditure and
construction reports to ensure that Measure AVH bond proceeds were
expended only for the purposes set forth in Measure AVH, to inform the
public concerning the District's expenditure of Measure AVH bond
proceeds, and present to the Board of Education in public session, an
annual written report outlining their activities and conclusions regarding
the expenditure of Measure AVH bond proceeds. Additional information

Measure AVH CBOC Member Application
Committee Requirements
Applicants must commit to a two-year term and reside within the
AVUHSD boundaries. Membership is voluntary, without compensation,
and members must be 18 years of age. Employees, vendors, contractors,
or AVUHSD officials are not eligible for appointment to the Committee.
The Education Code requires a minimum of seven (7) members
representing the following categories:
One (1) member active in a business organization representing the
business community located within the school district's geographic
boundary;
One (1) member active in a senior citizen's organization;
One (1) member active in a bona fide taxpayer's organization;
One (1) member who is a parent/guardian of a child enrolled in
AVUHSD;
One (1) member who is both a parent/guardian of a child enrolled in
AVUHSD and is active in a parent-teacher organization, such as a
Parent Teacher Association or school site council; and
Two (2) at-large member residents within the boundaries of the
AVUHSD
